Description: This Sources Sought is being issued by Air Combat Command (ACC) Acquisition Management and Integration Center (AMIC) as part of its Market Research to identify available sources and capabilities.

Requested Information: ACC AMIC is seeking Korean sources capable of providing Human Performance Optimization (HPO) services for Osan Air Base, South Korea. This service will include three specialties with separate licensing requirements. The licensing requirements and other requirements for each position are listed below.

All Personnel:

  • All contractor personnel must be able to read, write, speak, and understand English.
  • All personnel must be able to comply with U.S. Department of Defense policies for installation access.
  • All personnel must be able to comply with U.S. Department of Defense policies for network access.

Physical Therapist (PT)

Required Experience:

Candidates must have recent and relevant experience in outpatient orthopedic or sports physical therapy, consistent with the requirements of the Defense Health Agency - Procedural Memorandum (DHA-PM). Specifically, candidates must demonstrate recency of experience within the last 2 years. Additionally, candidates must have a minimum of 5 years of experience as an Outpatient Orthopedic Physical Therapist or Sports Physical Therapist. Furthermore, candidates must have demonstrated experience in high-performance environments, such as collegiate (or higher) athletics, professional athletics, tactical athletics, the aerospace industry, or similar man-machine environments (e.g., test pilot/astronaut).

Required Education: Candidates must have a Doctor of Physical Therapy (DPT) degree from a program accredited by the Commission on Accreditation in Physical Therapy Education (CAPTE).

Required Certification: To be considered for this position, candidates must meet one of the following certification requirements:

  1. ABPTS Board Certified or Sports Clinical Specialist Certification: Candidates must be board certified by the American Board of Physical Therapy Specialties (ABPTS) or hold a Sports Clinical Specialist Certification.
  2. Orthopedic or Sports Residency/Fellowship Trained: Candidates must have completed an orthopedic or sports residency or fellowship program.
  3. Advanced Competency in Dry Needling and Manual Therapy: Candidates must possess advanced competency in dry needling (Level 2) and hold a Manual Therapy Certification.

Additional Requirement:

  • Current certification in Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) training is required.

Certified Strength and Conditioning Specialist (CSCS)

Experience Requirement: Candidates must have a minimum of 5 years of full-time experience as a Strength and Conditioning Specialist in a high-performance environment, such as Collegiate (or higher) athletics, Professional athletics, Tactical athletics, Aerospace industry, or Test pilot/astronaut or similar man-machine high-performance environments.

Education Requirement: Candidates must have a Master's degree or higher in Human Performance, Kinesiology, Exercise Science, or a related field.

Certification Requirement: To be considered for this position, candidates must possess one of the following certifications:

  1. National Strength and Conditioning Association (NSCA) Certified Strength and Conditioning Specialist (CSCS): Candidates must be certified by the NSCA as a Certified Strength and Conditioning Specialist.
  2. Collegiate Strength and Conditioning Association (CSCCa) Strength and Conditioning Coach Certified (SCCC): Candidates must be certified by the CSCCa as a Strength and Conditioning Coach Certified.

Additional Requirement:

  • Current certification in basic cardiopulmonary resuscitation (CPR), including Automated External Defibrillator (AED) Training.

Licensed Massage Therapist (LMT)

Experience Requirement: Candidates must have a minimum of 2 years of full-time experience as a Massage Therapist in a medical practice setting or in Collegiate (or higher), Professional, or Tactical athletics, Aerospace industry, or Test pilot/astronaut or similar man-machine high-performance environments.

Education Requirement:

Candidates must be a graduate of an accredited Massage Therapy certification program.

Certification Requirement:

  • A valid and current license to practice as a Massage Therapist
