This is an Advanced Equipment Repair Program (AERP) Requirement. 2. Offerors must have a valid U.S. Security Clearance of CONFIDENTIAL or higher in order to respond to this RFP N0010425RZA18, because the RFP N0010425RZA18 includes an annex classified at the CONFIDENTIAL level which will be released only to offerors possessing the appropriate clearance. All classified material must be handled in accordance with the National Industrial Security Program Operating Manual (NSPOM)(DoD 5220-22-M) and Industrial Security Regulation (DoD5220.22-R). 3. All contractual documents (i.e. contracts, purchase orders, deliveryorders,task orders, and modifications) related to the instant procurement areconsidered to be 'issued' by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commercemethods such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to 'issue' contractual documents as detailed herein. 4. If requirement will be packaged at a location different from the offeror'saddress, the offeror shall provide the name, address, and CAGE of the facility. 5. When submitting a proposal, specify any exceptions (I.e. MIL-STD Packaging,MIL-STD Labeling, Inspection & Acceptance locations, Packaging House, surplusmaterial, etc.). If no exceptions are indicated or received, award shall bebased upon solicitation requirements. Changes or requests for changes afteraward shall be subject to consideration costs deducted from the unit price. 6. Any contract awarded as a result of this solicitation will be DO certifiedfor national defense under the Defense Priorities and Allocations System(DPAS). Provision 52.211-13, Notice of Priority Rating for National Defense,Emergency Preparedness, and Energy Program Use, shall be inserted insolicitations when the contract to be awarded shall be a rated order. 7. In repair price, include all costs associated with receipt and complete repair of the material that may be in unwhole condition, missing hardware, damaged, handling damage, missing parts, wear damage, and CAV Reporting. Repair Turn Around Time (RTAT) - the resultant contractual delivery requirement is measured from the asset return to the asset acceptance under the terms of the contract. For purposes of this section, return is defined as physical receipt of the F-condition asset at the contractor's facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system.
