This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation W9127N25Q0014 is for the maintenance/mowing of fields, wetland areas, and the main ditch slope at Webb wildlife mitigation site in Clatskanie, Columbia County, OR, and is hereby issued as a Request for Quote (RFQ).

Please see the attached Performance Work Statement and other attachments for additional information such as site location and periods of performance.

The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2025-02.

This solicitation is advertised as a total small business set-aside under NAICS Code 561730 - Landscaping Services, with a size standard of $9.5M. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award.

Period of Performance (PoP): This firm-fixed-priced contact is for a base period of performance of 15 March 2025 to 14 March 2026. Please refer to the "Quote Table Breakdown" document listed in the attachments for a broken down list of CLIN's for the base and optional years. Optional years may be exercised at the discretion of the Government in accordance with the applicable clauses. The optional year periods of performance are:

Option Year 1: 15 March 2026 to 14 March 2027

Option Year 2: 15 March 2027 to 14 March 2028

Option Year 3: 15 March 2028 to 14 March 2029

Option Year 4: 15 March 2029 to 14 March 2030

Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. For offerors with a current registration in the System for Award Management (SAM), complete paragraph (b) of the provision and submit with the response to the RFQ.
