Amended SOURCES SOUGHT ANNOUNCEMENT FOR STRATEGIC LEADERSHIP FELLOWS PROGRAM (SLFP) AT OFFUTT AFB, NE

  1. INTRODUCTION
    1. This is a Sources Sought synopsis being conducted pursuant to FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time.
    2. This is an initial step in the planning process for performing a custom-tailored, six (6) credit hour professional development program which includes two (2) concurrent, interconnected three (3)credit hour (letter graded), 13 week graduate-level courses for ten USSTRATCOM civilian employees located in Bellevue, Nebraska.   The Government is contemplating award of a Firm Fixed Price Contract.
    3. The 55th Contracting Squadron at Offutt Air Force Base, Nebraska, seeks potential sources to provide the professional development program for USSTRATCOM located in Bellevue, Nebraska. The potential sources shall:
      1. be fully accredited by the Higher Learning Commission (HLC);
      2. have student learning facilities located within 15 driving miles of Offutt Air Force Base (AFB), Nebraska;
      3. Offer a Master’s degree program in: 1) Business Management (MBA), OR 2) Political Science, International Security, International Relations, or similar.
      4. Offer a 3-credit hour, graduate-level course covering techniques for team    building, collaborative leadership, interpersonal collaboration, conflict resolution, consensus-building, creative problem solving, negotiation, facilitation, group process design, and collaboration engineering.
      5. Offer a 3-credit hour, graduate-level independent study course on either strategic deterrence or international relations.
    4. The professional development program courses shall include, at a minimum, the following modules, courses, lessons or classes:
  1. Student orientation and enrollment session
  2. USSTRATCOM Senior Leader interchange on perspective and expectations (kickoff)
  3. A 3-credit hour course on collaboration, teambuilding and conflict resolution
  4. A 3-credit hour course on strategic deterrence and international relations
  5. Topics include: (Academic topic) Ethics
  6. (Academic topic) Effective leadership skills
  7. (Academic topic) Group dynamics
  8. (Academic topic) Research methodology
  9. (Academic topic) Creative problem solving
  10. (Academic topic) Political theory and international relations
  11. (Academic topic) Strategic deterrence in the context of international relations
  12. (Academic topic) Hybrid warfare and gray-zone conflicts
  13. (Academic topic) Political context and history of China & North Korea
  14. (Academic topic) Strategy and critical thinking
  15. (Academic topic) Political context and history of Russia
  16. (Academic topic) Data analysis and presentation
  17. (Academic topic) Political context and history of Iran
  18. (Academic topic) Collaborative technologies and innovation
  19. (Academic topic) Program & project management
  20. (Academic topic) National and international space law & cyberspace law
  21. (Academic topic) Enrichment workshops
  22. (Academic topic) Introduction to one or more cutting-edge technologies (e.g., advanced computing, autonomy, robotics, directed energy, hypersonics, biotechnology, etc.)
  23. (Academic topic) Artificial intelligence, machine learning, and big data analytics
  24. (Academic topic) Electromagnetic spectrum basics, causes of interference, etc.
  25. Student and faculty mentor sessions
  26. Independent research and study sessions
  27. Government Subject Matter Expert (SME) sessions
  28. Fellows alumni collaboration and/or mentor sessions
  29. Capstone research project that requires synthesis of several of the above topics
  30. Capstone project presentation practice sessions
  31. Capstone project presentation event
  32. Contractor Senior Leader interchange on perspective and expectations (graduation)
    1. Period of Performance: It is anticipated that the contract period will be a base period of approximately one year (from date of award) and 4 one-year option periods
    2. The North American Industrial Classification Systems (NAICS) code is 611310, Colleges, Universities, and Professional Schools, which has a small business standard of $34.5M.
