Background

GSA currently manages an energy portfolio including:

  • Natural gas: ~398 accounts, ~21.5 million dekatherms annually, 137 contracts across 80 utilities in 35 states
  • Electricity: ~927 accounts, ~4.6 billion kilowatt hours annually, 32 contracts across 30 utilities in 15 states

GSA procures utility services under 40 U.S.C. § 501(b) and § 502. Executive Order 14057 sets a goal of 100% carbon pollution-free electricity by 2030, including 50% 24/7 CFE.

Purpose

GSA aims to identify contractors capable of providing:

  • Technical expert-level market advice
  • Market forecasting and analysis
  • Program and acquisition management
  • Familiarity with federal procurement and appropriations law
  • In-depth financial and life cycle cost analysis

Technical Services Required
