This solicitation SP060225R0700 is for the Bulk Fuel procurement under the Foreign Military Sales (FMS) program.

This procurement will cover requirements for a base year and three option years. The ordering period for the base year is the date of award through January 31, 2026. The delivery period for the base year is February 1, 2025, through January 31, 2026, with a 30 day carry over period.

The estimated requirements for the base year are as follows:

Option Year One (OY1) Ordering Period:

Date the option is exercised through January 31, 2027.

February 1, 2026 through January 31, 2027, with a 30 day carryover period.

Option Year Two (OY2) Ordering Period:

Date the option is exercised through January 31, 2028.

Option Year Two (OY2) Delivery Period:

February 1, 2027 through January 31, 2028, with a 30 day carryover period.

Option Year Three (OY3) Ordering Period:

Date the option is exercised through January 31, 2028.

Option Year Three (OY3) Delivery Period:

February 1, 2028, through January 31, 2029 with a 30 day carryover period.

The products must conform to the following specifications:

Fuels may be provided from any East/Gulf Coast port or the U.S. Possessions of Puerto Rico or the Virgin Islands. Only FOB Origin tanker offers are acceptable. Award is subject to the availability of funds. This procurement will utilize full and open competition in accordance with FAR 6.1 Tanker size is 14,000,000 USG of either a single product or combination of products. The solicitation will be available on the SAM.gov web site (www.sam.gov). The items under this acquisition may be subject the Trade Agreement Act of 1979.
