EVENT SECURITY PERIMETER SOLUTIONS (ESPS)

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Nonetheless, submitters should properly mark their responses if the information is confidential or proprietary. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission other than acknowledgment of receipt, should the submitter request an acknowledgement. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All submissions become the property of the Federal Government and will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI.

INTRODUCTION

Due to increasing threats of attacks on major events, the Department of Homeland Security (DHS) require the latest in physical security perimeter materials and technology to ensure the safety and security of protectees, event attendees and the broader public. DHS seeks to establish a multi-agency, strategically sourced contract vehicle, Event Security Perimeter Solutions (ESPS) to support these growing requirements by its components and several other federal agencies. Among the objectives of the planned strategic sourcing vehicle (SSV) is to have a single vehicle that will support two (2) Technical Categories (TCs): 1) Full Service/Integration and 2) Equipment and Services:

  1. TC 1, Full Service/Integration: Vendor integrator support that facilitates the planning, acquisition and coordination of various types of temporary security perimeter solutions. The integrator would ensure that security operations supporting the range of protective missions described above are executed on schedule, within budget, and in accordance with technical requirements.
  2. TC 2, Equipment and Services: Leasing or purchasing temporary security perimeter assets or services without the need of an integrator.

BACKGROUND

The United States Secret Service (USSS) provides protection to the President, Vice President, their families, foreign dignitaries, former presidents and spouses, major presidential and vice-presidential candidates, as well as other individuals.

Additionally, the USSS is the lead coordinating agency for the security operations of National Special Security Events (NSSEs). The Secretary of Homeland Security designates events as NSSEs after considering various attributes including the size and duration of the event, number of attendees, significance of the event, and/or potential threats.

In its role as lead coordinating agency for NSSEs, the USSS is responsible for working with local, state, and federal partners to develop and implement operational security plans to ensure the safety of event attendees and the local community.

However, as more high security events are occurring, it was determined that the need expanded beyond just NSSEs and USSS-run events. Given the increasing threat of attacks on major events, it is critical that the whole Federal Government has access to the latest Event Security Perimeter Solutions (ESPS) to ensure the safety and security of protectees, event attendees and the broader public.

PURPOSE OF RFI

The purpose of this RFI is to request feedback from relevant industry sources regarding:

  • The state of the marketplace for event security services and products.
  • Obtain feedback on the ESPS SOW [DRAFT] and how the two Technical Categories are described and what equipment and services are requested.
  • Address the following Questions:
    • Do you have any concerns about Government Approach detailed in the RFI Introduction and Background sections?
    • After reviewing the SOW, do you understand the difference between Technical Category 1 (TC 1): Full Service/Integration and Technical Category 2 (TC 2): Equipment and Services?
    • What Technical Categories (TC) would you compete to be included in?
    • For Technical Category 2 (TC 2), what are your thoughts on the government requesting leasing the equipment from your organization versus purchasing the equipment? Is this feasible?
    • What Equipment and Services does your organization provide?
    • What is your ability to deliver or support in CONUS locations? Can you support OCONUS or outside of the US?
    • What are the limits of your ability to support a deployment request? How much notification would you require for implementation? Would there a surcharge
