This Sources Sought Notice is for Laundry Services purposes only and shall not be construed as a solicitation, an obligation or commitment by the Indian Health Service.

This notice is intended strictly for market research to determine the availability of Indian Small Businesses Economic Enterprise (ISBEE), Indian Economic Enterprises (IEE), or Other Small Businesses.

Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated applicable NAICS code for this acquisition is 812320 – Laundry Services.

  1. BACKGROUND

Laundry services required for the Fort Yates Critical Access Hospital.

Fort Yates Hospital, a small non-surgical rural hospital which requires laundry services, rugs, and mop replacement for the Fort Yates IHS Hospital. This will include once week services for 26 weeks.

The purpose of this contract is to combine rug and mop replacement/cleaning with laundry delivery services to remove the need for 2 separate contracts.

  1. OBJECTIVE

The primary objective of this project to provide mats, dust mops and wet mops, and laundry services for the Fort Yates Indian Health Service Hospital, outlying buildings, and Cannonball Clinic, Cannonball, North Dakota. This service will include the collection and delivery of various types of mats, treated dust mops and wet mops. Also, the collection of soiled linen, hospital gowns, blankets, sheets and pillow cases.

DESCRIPTION OF SERVICES:

Collections and deliveries are required at least once per week. They shall be made on Monday of each week, unless previously arranged with the Housekeeping Supervisor.

 Mats will arrive at the Standing Rock Hospital in a clean and dry manner, dust mops will be treated with a light covering of oil and wet mops will be clean and free of oil and debris. Laundry will be delivered to the Standing Rock Hospital clean and folded.

      The contract resulting from this solicitation shall:

  1. Be a non-personal health care services contract under which the Contractor is an independent contractor.
  2. Allow the Government to evaluate the quality of professional and administrative services

CONFLICT OF INTEREST.  The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. The Contractor shall not employ any person who is an employee of Health and Human Services (HHS) unless such a person seeks and receives approval in accordance with the Department of HHS. 

  1. CONTRACT REQUIREMENTS/ AND PERSONNEL QUALIFICATIONS

TECHNICAL REQUIREMENTS

The Contractor shall possess the following:

A Compliance with CMS and Accreditation regulations and infection control requirements.

B The contractor must be in compliance with the CMS, Accreditation, and Fort Yates IHS regulations.

The award for this service will be a firm fixed price non-personal service purchase order.

  1. ANTICIPATED PERIOD OF PERFORMANCE

Period of Performance: Six (6) months from the Date of Award.

  1. REPORT(S)/DELIVERABLES AND DELIVERY SCHEDULE

One Delivery per week requested, to be arranged between the contractor and a designated representative of the Hospital.
