the statement of work. Comparative evaluations of quotes will
be performed IAW FAR 13.106-2(b)(3) best value based on price
and other factors (See B.4 Evaluation of Quotes). This
Requirement is 100% set aside for SDVOSB contractors.
Any contractor that provides a quote without signing
VAAR 852.219-75 certifying compliance with limitations on
subcontracting cannot be considered for award.
