 INTRODUCTION

MARKET SURVEY- Request for Information (RFI): The Naval Facilities Engineering Systems Command (NAVFAC) Engineering & Expeditionary Warfare Center (EXWC), Naval Base Ventura County, Port Hueneme, CA issues this Sources Sought Notice as a means of conducting market research to identify interested parties for this requirement. This Sources Sought Notice focuses on identifying capabilities in the market place and resources to support this requirement, as well as obtaining related technical information for the procurement of the products and services listed below. Large and small businesses are requested to respond to this RFI.

As part of its market research, the Expeditionary Systems Engineering, Research & Development Branch (EX521) of the NAVFAC EXWC is issuing this Sources Sought Notice to determine if there exists an adequate number of qualified interested contractors capable of providing solutions to meet the requirement.  The Government may use the responses to this Sources Sought Notice for information and planning purposes.

PROGRAM BACKGROUND

NAVFAC EXWC Naval Construction Group (NCG) ONE prepares Pacific Fleet Naval Construction Force (NCF) units to conduct expeditionary and deliberate construction in support of Combatant Commanders and warfighter requirements, to include Expeditionary Port Damage Repair and Opening (ExPDRO). In August of 2024, NCG ONE established an experimental unit tasked with the rapid (NLT June 2025) development and validation of Tactics, Techniques, and Procedures (TTPs) to advance the Navy Expeditionary Combat Forces (NECF) ExPDRO capabilities.

REQUIRED CAPABILITIES

NAVFAC EXWC requires a Marine Facilities engineer/ subject matter expert to enable further development and validation of a Navy owned simplified analysis tool necessary for the inspection, assessment, and repair of port structures in a communications denied environment. This position encompasses all functions, tasks and responsibilities normally performed by a Board Certified Port Civil Engineer and should include extensive experience with waterfront facility inspection, analysis, design, and repair. This individual will provide on call technical support and consultation services during table top exercises, field exercise events, and to enable development of a simplified engineering analysis tool (smart-book) that will be utilized by Naval Construction Force personnel to make informed engineering decisions in support of just in time fleet requirements in communication degraded environments where reach-back capability is unavailable.
