Cancellation of the IFB is appropriate in accordance with FAR 14.404-1(c)(2), which provides for cancellation in the event “Specifications have been revised.”  In this case, the revised specifications entail the removal of the PLA requirement consistent with the ruling of the Court of Federal Claims and in accordance with the Class Deviation.  Additionally, cancellation of the IFB is appropriate in accordance with FAR 14.404-1(c)(10), which applies when “for other reasons, cancellation is clearly in the public’s interest.”  In this case, cancellation is clearly in the public interest in order to comply with the decision of the Court of Federal Claims and its finding that the IFB violated federal law.
