Question 5. What height column protectors do you want?
Answer 5. No less than 12".

Question 6. Is 16” okay or do they want more or less?
Answer 6. 16" is good.

Question 7. What is the maximum allowable time between the first and second installation phases?
Answer 7. A week max, 2 days min.

Question 8. What are the required dimensions for the spacers between the racks?
Answer 8. 12" spacers between racks.

Question 9. Does the Buy American Act apply to this solicitation?
Answer 9. Yes

Question 10. Should the wage determination for installers follow the Service Contract Act or the Davis-Bacon Act?
Answer 10. According to FAR 2.101 Supplies:
Supplies means all property except land or interest in land. It includes (but is not limited to) public works, buildings, and facilities; ships, floating equipment, and vessels of every character, type, and description, together with parts and accessories; aircraft and aircraft parts, accessories, and equipment; machine tools; and the alteration or installation of any of the foregoing.
Therefore, SCA or the Davis Bacon is exempt from this procurement.

Question 11. In regards to this job is this considered a service job?
Answer 11. No, please refer to the above answer #10.

Question 12. Is certified payroll required.
Answer 12. No.

Question 13. For the flue spacers, for the back to back shelving units in areas #1 & #2, is there a required space measurement? We know that in general 6" flue spacers are placed for fire hazard purposes. There are other required measurements in other industries of 12" flue spacers. Please provide accurate/recommended measurement.
Answer 13. The back-to-back shelving units will be 12" away from one another, which allows each rack to have 6" flue spaces.

Question 14 During our site visit, there was a request to replace the existing 12" column protectors with 16" column protectors. We have come across 18" column protectors not 16", would it be okay to purchase the 18" if we are not able to find the 16" available to us?
Answer 14. Yes, 18" is acceptable

Question 15. We know that there are regular operation hours, what will be the recommended hours for this production to take place? We do understand that it will be in increments as well.
Answer 15. Because we will be doing the installation in increments, the recommended hours for installation will be during regular business hours of 0700-1500. Area #2 she be the first installation, and we will need at least 2 days between installations before Area #1 and Area #3 can begin.

Question 16. As parts arrive for shelving units, can the warehouse store the materials until we are ready for installation? Is this recommended? Or do we hold it in our own space?
Answer16. We have limited uncovered, unsecured, outdoor storage, and no space inside the warehouse for storage. Recommended that all materials are stored in contractors own space.

Question 17. Are we able to use the forklift, (we are Forklift Certified), to transport the material upon arrival to the designated area?
Answer 17. No, only federal employees are permitted to use the facility forklifts.
