The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.  This is a sole source requirement with RMC 3Q: Acquire, for the second or subsequent time, directly from the actual manufacturer.  In conjunction with the Defense Priorities and Allocation System (DPAS),  the requirement and subsequent award shall be rated “DX".
