Air Force Accessions Center and Second Air Force Recruit Connectivity Application
1. General
This Sources Sought Request for Information (RFI) seeks identification of and engagement from interested parties regarding the subject requirement for Air Force Accessions Center (AFAC) and Second Air Force (2AF) Recruit Connectivity Application. Responses received will be used for acquisition strategy decision-making purposes only and will not be disclosed outside this Federal agency. This announcement is for informational purposes only. The information obtained may be used for acquisition planning purposes and requirement definition and/or refinement.
The Government does not intend to award a contract on the basis of this notice. Respondents to this Sources Sought RFI notice are advised that participation does not ensure involvement in any future solicitation or contract award. No proposals are being requested or accepted under this notice, and this announcement shall not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract. Contact with Government personnel, other than those specified in this notice, by interested firms or their employees regarding this requirement is not permitted. The Government will not pay for any information submitted in response to this announcement. Any costs associated with providing information to either this notice or any follow-up information requests shall not be reimbursed. Costs incurred as a result of this announcement shall be borne solely by the respondent and shall not be payable by the Government.
2. Requirement Description
The 338th Enterprise Sourcing Squadron (338 ESS), at Joint Base San Antonio (JBSA) – Randolph Air Force Base (AFB), Texas (TX), is seeking information concerning the requirement outlined in the subject RFI. AFAC and 2AF require a cooperative framework to enhance communication and data analytics, bolster training, increase outreach capability, and build greater trust across potential applicants and their communities, driving greater interest in Air and Space Force careers. The Government seeks interested sources who have the capability to provide a solution for this requirement at no cost to the Government.
AFAC and 2AF require a digital-to-tangible (hardcopy letters) communications connectivity tool that improves outreach and engagement from the continuum of recruitment through basic training and beyond. The communications capability must be accessible by applicants, recruits, trainees, family members, and local influencers and mentors (teachers, coaches, etc.), allowing for continuous supporting communications from recruiting through basic training. Ideally, the solution should leverage a mobile app or similar service that can be widely accessed and shared. This capability needs to be inter-operable across multiple device types, apps, and services, and deliver timely communication to meet DAF requirements and public need.
The capability must provide AFAC and 2AF on a weekly basis with accurate, specific data and metadata that identifies who is using the platform (influencer/parent/recruit/etc.), identifies whether a user or network member is successfully referred to the Aim High App, Airforce.com, and Spaceforce.com, and tracks user Basic Military Training (BMT) completion rates. Data must include user satisfaction and success rates of communications and effectiveness of the capability itself. Data must also be usable and transferable to generate effective data analysis to drive effective decisions or actions by AFAC and 2AF. The platform must have data/privacy protection to ensure data and information is protected and encrypted in accordance with industry and/or Department of Defense (DoD) standards.
This capability must be a Commercial Off the Shelf (COTS) solution and require no development other than minimum optimization for execution.

3. Acquisition Information
The Government may anticipate issuing a single Request for Proposal (RFP) and awarding a single no cost contract as a result.
Respondents, therefore, must anticipate that any subsequent solicitation and award would condition that the proposed solution shall be provided with no expectation of payment by the Government. Any subsequent awardee shall waive any future claims for payment, claims for reimbursement for data and services rendered, claims for payment related to use of or maintenance of equipment, and any other claims related to work performed in providing the proposed soluti
