The Texas State Board of Public Accountancy (TSBPA) utilizes PHP as a core component of its web and mobile applications. The Zend Server runs natively on IBM iSeries servers and is nessary for the PHP to work. The Zend/PHP platform is proprietary. Previously IBM licenses that we puchased came with Zend/PHP, include in the price. Now that there is another owner of Zend Technologies, seperate licensing is required. Perforce is the sole source for providing this software. Zend/PHP is the only software that supports the existing web infrastructure at TSBPA. PHP software development within the Zend/PHP server is unique. PHP developers who work in other enviroments are not fimliar with the proprietary struture required within the Zend/PHP enviroment.
