The U.S. Government intends to award a contract to the responsible company submitting an acceptable proposal at the lowest price. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. We may also request clarification or best and final proposals prior to award selection.

Any and all questions regarding this solicitation must be submitted in writing, in English, on or before the deadline. Questions must be sent to AmmanRFQQuestions@state.gov. The Subject Line of your email should read Question(s) re: 19J01025R0001. The deadline is February 10, 2025. The U.S. Embassy will publish all questions and answers as soon as possible after the deadline above.
SITE VISIT
The Embassy intends to conduct a site visit in accordance with 52.237-1 at the date, time, and location indicated below. Offerors are urged and expected to inspect the site where services are to be performed. Prospective offerors should contact Haitham AlZuhlof at alzuhlofhf@state.gov to provide company name, attendee(s) names, as well as national identification number(s) no later than February 11, 2025. Failure to do so will prohibit entry and therefor participation. A maximum of two representatives per company will be permitted.

HOW TO SUBMIT
To submit a proposal, you must follow the instructions in Section 4 of the Solicitation; complete the required sections of the attached document(s); and submit a comprehensive proposal package in a single email on or before the due date, according to the instructions below. Failure to follow any of the instructions will disqualify your proposal from being reviewed. Under no circumstances will late or incomplete packages be reviewed.
NOTE: Offerors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission shall deem the offeror’s proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if not already.
The purpose of this amendment to the solicitation is to:
a. Attachment A - Questions and Answers from the interested Offerors submitted during the site visit, prior or after to the visit.
b. Attachment B - Confirm by certification that contractor is not in violation with Executive Order 14173 Ending Illegal Discrimination and Restoring Merit-Based Opportunity; and
c. Incorporate the provision Certification Regarding Compliance with applicable Federal anti-discrimination laws in Section 2 of the solicitation. (See block 14 continuation page 2)
